Rafael Arcuri

Consultant

Rafael Arcuri is a Consultant in our firm specialized in life sciences. He coordinates the firm’s Cannabis practice and is the current Executive Director of the National Association of Industrial Hemp, Brazil (ANC). His professional contributions include the successful legal strategy that led to the commercial release of the first genetically modified macro-organism in Brazil, the Aedes do Bem™ mosquito.​

Before joining Madruga BTW, he was the Chair of Regulatory and Business Law at Amin Ferraz, Coelho & Thompson Flores Advogados, where he handled legal strategies and negotiations with Parliament and regulatory agencies.​

Rafael is a PhD candidate at the University of Brasilia (UnB) and holds a Master’s degree in Law and Public Policy from UniCEUB. He graduated with honors and was awarded the prize for best dissertation in 2018.

Wilkie Rebouças

Consultant

Lawyer specialized in Administrative Law, Criminal Law and Litigation.

Degree in Law from the Federal University of Rio Grande do Norte (UFRN, 1991).

Doctoral candidate in Constitutional Law at the University of Buenos Aires (UBA).

In the public area, he has held the position of Attorney of the State of Rio Grande do Norte since 1997 and, since December 2019, the elective position of Procurador Corregedor-Geral of the State of Rio Grande do Norte.

He is a member of the National Defense Commission of the Federation of the Federal Council of the OAB.

He also held the positions of Attorney General of the Municipality of Natal, Attorney General of the State of Rio Grande do Norte, President of the National College of Attorneys General of the States and the Federal District (CONPEG) for two biennia, President of the Association of Attorneys of the State of Rio Grande do Norte, President of the Fiscal Council of the National Association of State Attorneys (ANAPE) and judicial analyst of the Regional Labor Court of Rio Grande do Norte.

He was a Professor at the Federal University of Rio Grande do Norte (UFRN), at the Potiguar University (UNP) and at the Rio Grande do Norte School of Labor Magistracy. (ESMAT)

Sylvia Steiner

Consultant

Sylvia Steiner works in matters related to International Law, focusing on sanctioning rules for money laundering and terrorist financing, in addition to judicial cooperation and extradition obligations.

Steiner holds a Master’s degree in International Law from FADUSP, was a Judge of the Federal Regional Court of the 3rd Region and Federal Circuit Prosecutor. The former judge was the only Brazilian to join the International Criminal Court. His term ran from 2003 to 2009, but she remained in the agency until 2016, when she concluded the criminal procedures, she was presiding over.

Guilherme Serra

Madruga BTW consultant in Brasilia. With outstanding performance in Public Law, he has already been part of the career of Federal Prosecutor of the Attorney General’s Office and currently holds the public office of Attorney of the State of the State of Goiás.

He works in the area of Administrative Law, especially in matters related to the Laws of Administrative Improbity, Anti-Corruption and the entire spectrum of Sanction Law, including topics about bidding and contracts.

It also works in the field of Port and Maritime Law, both focused on legal consultancy and advice on new port projects and on existing port facilities, including expertise in administrative and judicial activities, in addition to performance in the spheres of arbitration and of the Maritime Court.

Geórgia Diogo

Consultant in international relations to Madruga BTW law firm, she was the Head of the International Advisory Unit in the Ministry of Justice and Public Security. She served as well as director of international relations at the Special Secretariat for Strategic Affairs of the Presidency of the Republic and as chief advisor to the Secretariat of International Cooperation of the Prosecution Service’s Office.

Bachelor’s in international Relations from the University of Brasilia with studies at the University of Geneva, Switzerland, and Participation in various International Forums. Creator of an IberoAmerican anti-corruption campaign, broadcasted in 21 countries, winner of the CNMP award. Experience in public-private partnership initiatives.

Representative of the Ministry of Justice in the Subcommittee on International Cooperation of the National Council for the Legal Amazon and in the Inter-ministerial Working Group on International Humanitarian Assistance. She also acted as National Councilor for Women’s Rights. Master in Anti-Corruption Iberoamerican Policies from the University of Salamanca.

Ana Beatriz Presgrave

Consultant

Consultant at Madruga BTW in Brasília, her work focuses on strategic litigation before the Superior Courts and Private International Law.

She has extensive academic experience, including a Masters in Civil Procedure from PUC-SP and a PhD in Constitutional Law from the Federal University of Pernambuco. For her postdoctoral research, she was a visiting researcher at the University of Münster, Germany. She is the author of numerous articles published in Brazil and abroad.

Ana Beatriz is a professor at the Federal University of Rio Grande do Norte, where she coordinates several research and university extension projects. She participated in several undergraduate, master’s and doctoral boards throughout Brazil.
